Short answer, no. Publications and citations help in research-heavy fields, but the NIW is not limited to academics. Founders, engineers, clinicians, and business professionals qualify with evidence like adoption of their work, revenue or jobs created, letters from independent experts, patents, media, and measurable outcomes. The question is whether your evidence proves you are well positioned and that your work matters nationally, not whether you have a citation count. What evidence is strongest in your file?
This is where people either overreach or undersell. Substantial merit can be in business, science, technology, health, education, and more, it does not have to be scientific research. National importance looks at the broader impact of the endeavor, not just your employer or your city. A common mistake is describing your job duties instead of the endeavor and its ripple effects. A National Interest Waiver is decided under Matter of Dhanasar, which has three prongs. One, your proposed endeavor has substantial merit and national importance. Two, you are well positioned to advance that endeavor, shown through your background, skills, record, and plan. Three, on balance it benefits the United States to waive the usual job offer and labor certification. You do not need to be famous, you need to connect your specific work to a national-level impact and show you can deliver it. Which prong feels hardest for your case?
